Kort verslag
van de raads- en overlegvergadering van 13 juni 2012
· Onderwijsorganisatieverandering
Op woensdag 13 juni heeft de personeelsgeleding van de faculteitsraad, na
een pittige discussie met het bestuur, unaniem ingestemd met zowel het plan
voor de nieuwe structuur van de onderwijsorganisatie als met het
personeelsplan. De personeelsgeleding heeft het bestuur nogmaals onder ogen
gebracht dat het proces tot nog toe niet optimaal is verlopen. Er bestaat
bij de betrokken medewerkers nu nog steeds veel onduidelijkheid over wat er
gaat veranderen het komend collegejaar en wanneer. Het bestuur heeft de
faculteitsraad meer inzicht gegeven over het komende proces, er worden
werkgroepen ingesteld met als eerste opdracht het inventariseren van de
huidige werkprocessen (tot december 2012). De medewerkers zelf, gesteund
door de inzichten van de werkgroepen (best practices), zullen de nieuwe
werkprocessen gestalte moeten geven. Het bestuur overtuigde de
personeelsgeleding verder door te laten blijken dat men zich realiseert dat
het de medewerking van iedereen in de onderwijsondersteuning nodig heeft, en
dat men juist om die reden onzekerheid over de status van de
onderwijsorganisatie niet wil laten voortduren. Ten slotte heeft het bestuur
nogmaals bevestigd dat de rechtspositie van de betrokken medewerkers niet in
het geding is.
Komend jaar (2012-2013) zal de faculteitsraad het proces van afstemming,
uniformering en optimalisatie binnen de nieuwe onderwijsorganisatie
nauwlettend volgen, met speciale aandacht voor de precieze invulling van het
personeelsplan (waar kom ik te werken, en wat wordt mijn functie), het
borgen van inbreng van alle betrokkenen, het tempo en de organisatie van het
proces, en de communicatie over de besluiten die genomen worden.

· Financiële situatie
De afnemende inkomsten in de eerste geldstroom (van het ministerie) dwingen
de faculteit tot structurele maatregelen. Het bestuur zet in op behoud van
een brede faculteit met groei van het aantal studenten en promoties, in
plaats van een neerwaartse spiraal van kostenreducties en het afstoten van
onderdelen. Begin juli zal duidelijk zijn of het College van Bestuur en het
faculteitsbestuur tot overeenstemming komen met betrekking tot de financiële
toekomst van de faculteit.

of the Faculty Council and Board meeting of June 13, 2012
· Change of the organizational structure of education FMNS
On Wednesday 13 June, the staff section of the Faculty Council unanimously,
after an intensive discussion with the Faculty Board, approved to both the
plan for the new structure of the educational organization and the personnel
plan. The staff section has again emphasized that the process so far has not
been optimal, and that the invested are still uncertain about what will
change in the coming academic year and when. The Board has clarified the
upcoming process to the staff section. Working parties are set up with the
task of first identifying the current work processes (up to December 2012).
The employees themselves, supported by the findings of the working groups
(best practices), should shape the new work processes. The Board further
convinced the staff section by showing that they realize that the
cooperation of everyone active in providing education is needed, and that,
for that very reason, they do not want to prolong uncertainty about the
Board’s decision to change the organization. Finally, the Board reaffirmed
that the legal status of the involved employees is not at stake.
Next year (2012-2013), the Faculty Council will closely follow the process
of harmonization, standardization and optimization within the new
organizational structure of education, paying special attention to the
precise details of the personnel plan (where one will work, what one’s
function will be), securing that input is asked from all those involved, the
speed and organization of the process, and communication about the decisions
that will be made.

· Financial Situation
The declining revenues in the direct funding (Ministry) force the faculty to
take structural measures. The Board is committed to maintaining a broad
faculty with growth of the number of students and PhD’s, rather than a
downward spiral of cost reductions and the divestment of units. It will be
clear by early July whether the Board of the University and the Faculty
Board reach agreement regarding the financial future of the faculty.
