van de raads- en overlegvergadering van 21 december 2011
· Continuering vacaturestop
Het faculteitsbestuur wil de vacaturestop voor een jaar continueren onder
dezelfde voorwaarden als vorig jaar. Er worden alleen uitzonderingen gemaakt
voor vacatures die essentieel zijn voor het onderwijs, voor Rosalind
Franklin Fellows, voor vacatures in verband met de sectorplannen Natuur- en
Scheikunde en vacatures die arbeidsvoorwaardelijk zijn toegezegd.
De raad is kritisch ten aanzien van het gebruik van een vacaturestop als
structureel besparingsinstrument. In het komend voorjaar moet het
faculteitsbestuur komen met een sluitende begroting voor de jaren 2012-2015.
Op dit moment zijn de bedragen die worden bespaard door de vacaturestop
echter ook al in de begroting van 2012-2015 opgenomen.
Er vindt een discussie plaats over de duur van de verlenging, 6 maanden of
een jaar. Volgens de decaan is op dit moment nog niet aannemelijk dat over
zes maanden alle problemen opgelost zijn en hij verzoekt daarom toch tot een
jaar verlenging van de vacaturestop. De personeelsgeleding kan, na de
toelichting van de decaan, meegaan met de gevraagde verlenging van een jaar.
· Organisatieverandering onderwijsstructuur FWN
Naar aanleiding van kritische vragen en opmerkingen in diverse bijeenkomsten
met belanghebbenden en de raad heeft Van Haastert de presentatie over de
plannen voor de organisatieverandering van de onderwijsstructuur aangepast.
De raad vindt het essentieel dat er voldoende draagvlak is bij de betrokken
medewerkers, dat de timing van de organisatieverandering haalbaar is en dat
duidelijk is waarom de nieuwe organisatie tot betere resultaten gaat leiden
dan de huidige.
Na de presentatie van de aangepaste plannen worden vragen gesteld over het
waarom, wat en hoe van de organisatieverandering. De studentgeleding komt
met een groot aantal aandachtspunten, waaronder de vraag om een
sterkte/zwakte analyse (SWOT), hoe bij andere universiteiten met dit
onderwerp wordt omgegaan en wat er precies onder efficiëntieverbetering
wordt verstaan. De personeelsgeleding sluit zich hierbij aan.
De raad besluit een brief aan het bestuur te sturen waarin alle vragen en
aandachtspunten naar voren worden gebracht.
Van Haastert streeft ernaar de definitieve plannen in maart 2012 aan de raad
ter instemming voor te leggen. Van Haastert benadrukt nogmaals dat bij deze
organisatieverandering geen taken of personeelsleden verdwijnen.

of the Faculty Council and Board meeting of December 21, 2011
· Continuation freeze on appointments
The Faculty Board wants to continue the freeze on appointments for one year,
under the same conditions as last year. The only exceptions are for
vacancies that are essential for education, the Rosalind Franklin Fellows,
for vacancies related to the sector plans Physics and Chemistry and
vacancies which were promised to be filled as part of employment conditions
before the freeze started.
The Faculty Council is critical of the use of this hiring freeze as an
instrument to reduce spending money. In the spring of 2012 the Faculty Board
must come up with a balanced budget for the years 2012-2015. At present, the
amounts saved by the hiring freeze are already included in the budget for
2012-2015.
A discussion took place during the meeting on how long the freeze on
appointments should continue, six months or one year. According to the Dean
it is unlikely that, at this moment, all problems will be solved within six
months. He therefore requested to extend the hiring freeze with one year.
The representatives of the staff in the Council, hearing the explanation by
the Dean, have gone along with the requested extension of one year.
· Change of the organizational structure of education FMNS
In response to critical questions and comments in various meetings with
stakeholders and the Council, Van Haastert has adjusted the presentation of
the plans for the organizational change of structure of education. The
Council considers it essential that there is sufficient support for the
plans by the employees involved, that the timing of the organizational
change is feasible and that it is clear why the new organization will lead
to better results than the present one.
After the presentation by Van Haastert questions were asked about the why,
what and how of the organizational change. The students came with a wide
range of issues, including the demand for a strength / weaknesses analysis
(SWOT), and the questions how other universities handle this topic and what
exactly is meant by efficiency improvements. The staff representatives
endorse these issues.
The Council decided to send a letter to the Board in which all the questions
and issues are put forward. Van Haastert intends to present the final plans
for approval to the Council in March 2012. Van Haastert stresses again that
with this organizational change no tasks or staff will disappear.
