Deze nieuwsbrief verschijnt 1 keer per 3 weken: vóór de raad- en
overleg-vergadering met de agendapunten en ná de vergaderingen met een kort
verslag.

Deze editie van de NB is bijzonder omdat we ons alleen tot de
personeelsleden van onze faculteit richten. De reden hiervan is dat we graag
een oproep willen doen voor nieuwe kandidaat-raadsleden voor de
personeelsgeleding van de faculteitsraad.
Lid worden van de faculteitsraad, is dat wat voor u ?
Werkt u bij de faculteit Wiskunde en Natuurwetenschappen en heeft u een
mening over het beleid? Of bent u geïnteresseerd in de organisatie van het
onderwijs of de veiligheid binnen de FWN? Stelt u zich dan verkiesbaar voor
de personeelsgeleding van de faculteitsraad. In de raad zitten 9
personeelsleden (zowel WP als OBP) en 9 studenten die eens in de zes weken
overleggen met het faculteitsbestuur.
De faculteitsraad is het medezeggenschapsorgaan voor de FWN en is bevoegd de
algemene gang van zaken binnen de faculteit met het faculteitsbestuur te
bespreken, voorstellen te doen en standpunten kenbaar te maken.
Als lid van de faculteitsraad heeft u advies- en instemmingsrecht m.b.t.
aangelegenheden die de faculteit in het bijzonder aangaan.
De personeelsgeleding van de faculteitsraad is op zoek naar
kandidaat-raadsleden voor de periode 2013-2014.

Kort verslag
van de raads- en overlegvergadering van 19 december 2012
· R&O gesprekken
Het systeem voor het voeren van jaarlijkse gesprekken tussen leidinggevende
en werknemer is per 1 januari 2013 veranderd. Universiteitsbreed is in 2012
besloten dat de jaarlijkse gesprekken nu een combinatie worden van een
functioneringsgesprek en een beoordelingsgesprek. Het percentage gevoerde
gesprekken met werknemers binnen de faculteit moet voor 1 februari 2014
fors omhoog gebracht zijn. Het plan voor de invoering van deze nieuwe
systematiek bij onze faculteit is recent verschenen, en is besproken
tijdens de afgelopen vergadering. De raad is een groot voorstander van het
voeren van jaarlijkse gesprekken. Maar het voorgelegde plan is op een
aantal punten onduidelijk en behoeft aanvulling. Juist omdat de gesprekken
rechtspositionele gevolgen voor werknemers kunnen hebben hoort iedereen,
werknemers en leidinggevenden goed op de hoogte zijn van de veranderingen,
en moet de invoering ervan zorgvuldig ter hand genomen worden. Het punt
komt terug op de agenda van de komende vergadering.
· Vacaturebeheersing
Het faculteitsbestuur heeft begin november met het CvB een akkoord bereikt
over de meerjarenbegroting. De dreiging van een reorganisatie bij de
faculteit is daarmee opgeheven. De vacaturestop wordt nu omgezet in een
stringente vacaturebeheersing. Het bestuur heeft aangegeven voorrang te
geven voor de invulling van vacatures waar de onderwijsbelasting structureel
te hoog is, of de onderwijsondersteuning onvoldoende is. Momenteel wordt een
inventarisatie gemaakt van de verwachte en bestaande vacatures bij alle
instiututen. De raad heeft ingestemd met de opheffing van de vacaturestop.

This edition of the newsletter is special because we only address the staff
members of our Faculty. The reason is that we call for new candidates for
the Faculty Council to represent the employees.
Do you work at the Faculty of Mathematics and Natural Sciences and have an
opinion on the faculty policies?
Or are you interested in the organization of education or of safety within
the FMNS? Nominate yourself as candidate for the Faculty Council. The
council consists of nine staff members (both academic and support staff) and
nine students.
The Faculty Board meets with the Council once in six weeks to discuss issues
of staffing policy, Faculty finance, Health and Safety regulations, housing,
organizational change, the budget, teaching and research.
The Board needs the Council's consent in some issues e.g. the Regulations of
the Faculty and the Education and Exam Regulations (OER). Council members
also have the right to advise the Board on all the above issues and to give
recommendations for improvements.
International staff are welcome as a member of the board. Unfortunately, the
official language in most documents within the university and the faculty is
still Dutch.

of the Faculty Council and Board meeting of December 19th , 2012
· Result and development interviews
The system for conducting annual interviews between manager and member of
staff is changed as of January 1st 2013. In 2012 it was decided,
university-wide, that the annual interviews will be done as a combination of
appraisal review and assessment. The percentage of interviews conducted with
employees within our Faculty has to be raised considerably before for
February 1st 2014. The plan for the introduction of this new system within
Faculty has been written recently, and has been discussed with the Faculty
Board during the last council meeting. The Faculty Council is a strong
advocate of conducting annual interviews. But the plan presented is unclear
at several points and needs additions. Especially because the interviews may
have legal consequences for employees, everyone (staff members and managers)
should be well aware of the changes, and the implementation should be done
carefully. The item will be addressed again at the next meeting with the
Board.
· Vacancy control
The Faculty Board reached agreement with the Executive Board of the
University on the multiannual budget plans in early November. The threat of
a reorganization of the faculty is now over. The hiring freeze is being
converted into a strict vacancy control. The Board has indicated to give
priority to positions which solve situations where the teaching load has
been too high, or the educational support has been insufficient. Currently,
an inventory is made of all existing and anticipated vacancies at the
institutes. The Council has approved the decision of the Board to
discontinue the hiring freeze.
