CONTENT: Short report 13/03/2013 Kort verslag van de raads- en overlegvergadering van 13 maart 2013 · Onderwijsverandering binnen FWN Zoals gemeld in de vorige nieuwsbrief heeft de raad een groot aantal interviews gehouden met direct betrokkenen bij de organisatieverandering onderwijs ondersteuning (directeuren, adjunct directeuren, OC's (studenten en docenten), studieadviseurs, onderwijs coördinatoren, administrateurs/onderwijsbureaus en voorlichting/PR). Daarnaast heeft de raad ook een enquête toegestuurd aan het betrokken FWN personeel. Het doel is om vast te stellen of we als faculteit op de goede weg zijn met deze organisatieverandering, en of de processen soepel verlopen. De resultaten van de interviews en enquêtes zijn inmiddels (vertrouwelijk) gedeeld met het faculteitsbestuur. Het is de raad nu duidelijk dat de uitslag van de enquête door het bestuur ter harte wordt genomen. In de overlegvergadering meldde het bestuur een aantal nieuwe initiatieven om de communicatie met en tussen medewerkers te verbeteren; een elektronische nieuwsbrief binnen het Education Support Center (ESC), een informatie bijeenkomst met de fulltime docenten binnen de faculteit, en de instelling van een tweewekelijks werkoverleg tussen het faculteitsbestuur en de leiding van de Undergraduate en Graduate School en het ESC. · Organisatie en financiering van de onderzoeksinstituten In de overlegvergadering vond een korte bespreking plaats van stuk FR 13-025 over de kanteling van de financiering van onderzoeksinstituten, ingebracht door het bestuur. Het bestuur wil, zoals ook al aangekondigd in de facultaire strategie in 2012, dat de instituutsdirecteuren zelf verantwoordelijk worden voor de financiering (meerjarenbegroting) van hun personeel (vast WP inclusief Tenure Trackers, OBP en TWP) en de exploitatiekosten. Er komt een nieuw verdeelmodel voor de middelen; het beta’s balancerend model uit 2004 wordt daarvoor als uitgangspunt gebruikt. Het geven van uitstekend onderwijs met een hoog rendement, en het succesvol begeleiden van promotieonderzoek moeten belangrijke pijlers worden in de nieuwe financiering. Ook vindt het bestuur dat sommige onderzoeksinstituten moeten fuseren; de nieuwe aanpak vraagt om robuuste instituten (circa 8). Ten slotte moet de negatieve financiële reservepositie van FWN Centraal ten opzichte van de positieve reserve positie van de onderzoeksinstituten worden ingelopen. De raad vindt het moeilijk in dit stadium te reageren omdat de concrete consequenties van fuseren en financieel kantelen nog niet duidelijk zijn. In de raad wordt opgemerkt dat het wellicht beter is om eerst tot herindeling van de instituten over te gaan en pas daarna de financiële kanteling toe te gaan passen. Het bestuur heeft de raad gevraagd om zijn mening over de wijze waarop de nieuwe instituten aangestuurd worden (governance). Short report of the Faculty Council and Board meeting of March 13, 2013 · Change processes within Education FMNS As reported in the previous newsletter, the faculty council has conducted a large number of interviews with those directly involved in the organizational changes in the field of education (e.g. (directors, deputy directors, OC’s (education committees, students and teachers), student advisors, education coordinators, administrators, study guidance and PR). In addition, the faculty council also sent a questionnaire to a large number of employees within the educational organizations. The goal is to determine whether we, as a faculty, are on the right track with this organizational change, and whether the processes run smoothly. The results of the interviews and surveys are now (confidentially) shared with the Faculty Board. It is clear to the council that the outcome of the interviews and questionnaires is taken to heart by the Board. In the meeting of March 13rd the Board reported a number of new initiatives to improve communication with and between employees; an electronic newsletter within the Education Support Center (ESC), an information meeting with the full-time teachers within the faculty, and the establishment of bi-weekly team meetings between the Faculty Board and heads of the Undergraduate and Graduate School and the ESC. · Organization and financing of the research institutes within the Faculty There was a brief discussion on a memo from the Board (FR 13-025) about the turning over of the funding of the research institutes. The Board, as already announced in the faculty strategy in 2012, wants to make the institute directors more directly responsible for the financial budgets of their personnel (including WP (fixed positions), Tenure Trackers, OBP and TWP) and their operating costs. A new distribution model for the financial means is being developed: the beta’s balancing model from 2004 is used as a starting point. Important pillars for distribution of means in the new model will be that the institutes provide excellent education with high efficiency and excellent supervision of PhD research with high success rates. The Board is of the opinion that some research institutes should merge, the new approach requires robust institutions (about 8). Finally, the negative financial position of the Faculty as opposed to the positive financial position of the research institutes should be repaired. The Council finds it difficult to comment on these matters at this stage, because the practical implications of merging institutes and financial turnovers are not yet clear. The Council has suggested that it might be better to first merge institutes before commencing with a financial turn over. The Board has asked the Council for his opinion on how the new institutions should be governed.
